The legal bit

The Local Government Pension Scheme (LGPS) Investment Regulations, which became effective on 1 November 2016, introduced a requirement for administering authorities to formulate, publish and maintain an investment strategy statement (ISS).

The fund’s statement has been prepared in line with regulation 7 of the Local Government Pension Scheme (Management and Investment of Funds) Regulations 2016 and is reviewed every three years after the tri-annual valuation.

What is covered in the ‘ISS’

The investment strategy statement (ISS) explains the fund’s investment objectives and how its investments are spread across equities, bonds and alternatives.

It is important because it formalises how the fund manages risk, responds to market conditions and integrates factors such as climate risk and stewardship into its strategy. It also outlines each investment manager’s target performance and how fund meets the Myners Principles*.

The statement supports informed decision-making by clearly articulating how the fund aims to achieve its long-term funding goals while safeguarding the interests of members and employers alike.

* The Myners Principles are a set of voluntary best-practice guidelines for investment decision-making, originally commissioned by HM Treasury in 2001 They aim to improve the governance, transparency, and effectiveness of institutional investment, particularly within UK pension funds.
